I found the white horse chinese takeaway shop to have poor cleaning staff and the food tasted dry and like plastic

It is the Auckland City Councils responsibility to do food gradings.

The last inspection date for the White Horse Chinese takeaways was 08/04/2005 when they received a 'B' grading.

Grade B

is given to premises that are achieving a moderate level of compliance with the regulations

So, while the premises may not be up to "A" grade standard, the cleanliness does not seem to be enough of an issue to be of major concern.
